PURPOSE:To attain the high definition television broadcast while keeping the compatibility with a conventional system through the use of an existing spectrum. CONSTITUTION:A 1st input signal processing section 1 divides the inputted video signal into two, the result is outputted to an orthogonal signal processing section 3 and a bar signal processing section 4, the orthogonal signal processing section 3 modulates the signal and outputs the modulated signal to an orthogonal modulation section 7. The bar signal processing section 4 modulates the signal and outputs the result to a main signal processing section 6. A 2nd input signal processing section 2 implements the processing such as conversion of a scanning line number to the inputted video signal and outputs the result to a main panel signal processing section 5, in which the processing such as timing matching is implemented so that the picture is sent at its main panel part and the result is outputted to a main signal processing section 6. The main signal processing section 6 implements conventional processing while selecting the two signals and outputs the result to an orthogonal modulation section 7, in which the orthogonal modulation is implemented in a way that an output from the main signal processing section 6 is used for a signal to modulate a main carrier and an output of the orthogonal signal processing section 3 is used for a signal to modulate an orthogonal carrier and the result is outputted as a video carrier signal.
