PURPOSE:To decode a video signal at a buffer of a minimum capacity at decoding and to prevent production of deterioration in picture quality even in the case of a scene change in the signal processing in which the video signal is subject to band compression coding. CONSTITUTION:A signal after coding is outputted in the frame sequence different from the frame sequence of an inputted video signal by outputting a frame coded by in-frame coding earlier than the preceding frame coded by consecutive frame interpolation coding. A frame just before a scene change is coded by the method other than the frame interpolation coding and a frame just after the scene change is coded by the in-frame coding and the information resulting from coding the frame just after the scene change is outputted after the information resulting coding the frame just before the scene change.
