PURPOSE: To secure the flexibility of the topology of a switching circuit network with a relatively low cost. CONSTITUTION: A means which establishes a transport route between a central processor 118 and a remote switch, for example, 103 by sending a call communicated through a switching system by the central processor 118 and the remote switch 103 which use standard protocols with respect to the switching system to perform plural hierarchical call control functions respectively for the purpose of starting and maintaining the call, a means which is provided in the remote switch and communicates information of communication control for another call to the central processor through the transport route by the remote switch after performing only the function of the lowest layer out of plural hierarchical call control functions, and a means which is provided in the central processor and performs remaining functions out of plural hierarchical call control functions for communicated sign control information for the purpose of generating another sign control information and communicates another sign control information to the function of the lowest layer out of plural hierarchical call control functions of the remote switch are provided.
