PURPOSE:To provide a fluorine-contg. cation-exchange membrane for electrolysis having large mechanical strength and excellent electrochemical properties and capable of conducting high-current-density electrolysis and a shift operation with the current density greatly changed. CONSTITUTION:This fluorine-contg. cation-exchange membrane consists of a first layer 1 of a fluorine-contg. polymer film having a cation-exchange group reinforced with a woven fabric and a second layer 2 of a fluorine-contg. polymer film with the carboxylic group on the cathode side as the cation-exchange group, >=1/2 of the thickness of the woven fabric is projected from the first layer 1 toward the anode, the projecting part is covered with a coating layer 6 of a fluorine-contg. polymer having a cation-exchange group and integrated with the first layer 1, and the ruggednesses conforming to the surface shape of the woven fabric are formed on the surface of the membrane on the anode side.
