PURPOSE:To make the length of poor elongation percentage part at the unsteady time of acceleration or deceleration time as shorter as possible. CONSTITUTION:When the elongation percentage is in a set range, tension is fixed and elongation percentage control by rolling load of skinpass rolling mill 3 is executed. When the elongation percentage is out of the set range, rolling load is fixed and also the elongation percentage control is executed by changing the speed of bridle rolls on the inlet and outlet sides.
