The cold rolled stainless steel plate consists of less than 0.02 wt.% carbon, 13-16 wt.% chromium, 7-9 wt.% nickel less than 0.015 wt.% silicon, less than 0.15 wt.% maganese, the trace element of iron and inevitable impurities. The low alloy austenite steel plate having high strength and nonmagnetism is manufactured by (a) making the hot rolled steel containing less than 25 % of nonthermoelastic martensite, (b) cold working in an ambient temperature to contain more than 60 % of martensite in the steel, (c) annealing at 700-800 deg.C, i.e. martensite/austenite inverse transformation temperature, for 30-60 sec.
