The circuit reduces the power loss in the standby mode and the active mode and improves the efficiency of the back bias voltage generator. The circuit comprises an initial state control means (2) for controlling the initial state, a delay means (4) connected with the initial state control means for providing the power-up detection signal, a latch means (3) connected with the delay means for maintaining constantly the state of the delay means, and a switching means (1).
