<p>PURPOSE:To offer the moving picture encoder which can suppress a buffer quantity below a set value without any large variation in picture quality. CONSTITUTION:The moving picture encoder which performs the quantization and variable-length encoding of a DCT coefficient obtained by the block-by-block DCT encoding of the image signal of the moving picture, then outputs the result after the speed smoothing of buffer memory 11 has a quantization control part 13 which decreases the quantization width, frame by frame, in stationary operation and increases the quantization width, block by block, when the buffer amount of the buffer memory 11 becomes larger than the set value.</p> |
