A pipeline is laid and secured in a low lying environment subject to inundation by water by digging a ditch which is deeper than the pipeline and which is also significantly wider than the pipe and laying the pipeline in the ditch. Lengths of flexible inelastic fabric material then are draped over the pipeline to also contact the bottom wall and sidewalls of the ditch at intervals along the length of the pipeline. The ends of the lengths of fabric material are secured at ground level and the ditch is backfilled. The invention also is applicable to submerged containers and vessels.
