PURPOSE: To monitor a power plant such that the unoperating time is shortened by measuring inlet and outlet flow rates of steam and cooling water in a condenser, comparing the measurements with a signal value created from a model and sustaining an optimal operating state. CONSTITUTION: Flow rate of fluid at steam inlet 4, condensate outlet 6, cooling water inlet and outlet is determined using the measurements of a temperature sensor 30 and a pressure sensor 32 as parameters. In a computer model 42 of a condenser, flow rate at the condensate and cooling water outlets is operated under normal operating state and compared with a flow rate determined from measurements. Difference between a designated value and a measurement is delivered to a diagnostic unit 44 where the cause of the difference is analyzed. Subsequently, the power plant is controlled to reset an optimal condensate state or an advice is provided to an operator.
