PURPOSE: To obtain a real-time hierarchical process control system or device and a method for operating it. CONSTITUTION: This device has a multi-level constitution and the respective levels include a monitor 12 for receiving and monitoring plural input signals. This monitor 12 generates a 1st request when at least one input signal exceeds a specific range. A guardian 14 receives the 1st request and sends a 2nd request out to determine a processing procedure to be followed. A consultant 16 receives the 2nd request and takes an analysis to generate information supporting the determination of the processing procedure.
