PURPOSE: To prepare a carrier, comprising an effective amount of a polyhydric alcohol treated with gelatin and capable of producing a slower dissolution rate in an oral cavity by use thereof as a filler in a lozenge. CONSTITUTION: This carrier is prepared by bringing a polyhydric alcohol carrier material such as xylitol, mannitol, sorbitol, maltitol or lactitol into contact with a gelatin solution, drying and pulverizing the resultant polyhydric alcohol carrier treated with the gelatin, providing a granule having a grain diameter suitable for mixing in a lozenge, preferably an average grain diameter within the range of 140-200μm and formulating 60-99wt.% of the obtained granule with 0-20wt.% of a dispersing agent and 0-5wt.% of a coagulation preventing agent. The carrier can be mixed with >=2wt.%, preferably 2-10wt.% of a lubricant (e.g. magnesium stearate, talc or white Japanese wax) to further decrease the dissolution rate.
