The invention relates to electrical engineering. A device for generation of a space charge in the atmosphere comprises an electrode consisting of a wire (1) suspended on supports (2) above the earth surface (3) and connected to a high tension source (5). The wire (1) is arranged as a plurality of parallel lines spread along an area limited by a circumference of radius R, the length L of the wire (1) within the area corresponding to a relationship L > 3R. The device is intended mainly for dispersion of clouds and fog.
