PURPOSE:To prevent seizure of a shuttle clutch by holding the shuttle clutch in a neutral condition in the changeover operation of a shuttle lever and providing a control unit which stops the engine after stopping run in a system in which an engine is stopped by changeover of the shuttle lever. CONSTITUTION:A shuttle switch 13 outputs an advance side shuttle signal to a shuttle signal processing unit 15 if, for example, a shuttle lever 14 is operated forward, then, the signal is sent from a pressure rise control unit 16 to an advance side valve driving unit 17. This allows a proportional valve 9 to be driven to the advance side, the pressure oil is fed to the advance side of a shuttle clutch 8, and the shuttle clutch 8 is set in connection. On the other hand, if the shuttle lever 14 is erroneously operated while a vehicle is running fast, a high speed signal from an engine speed detecting unit 24 and a signal from the shuttle signal processing unit 15 are inputted in a logical judgement unit 25, and the logical judgement unit 25 sends a pressure rise signal to the pressure rise control unit 16 to hold the shuttle clutch 8 in a neutral.
