PURPOSE:To improve the using efficiency of packet exchange network connecting channels by selecting the channel having the largest ratio of total packet size to the channel property value and connecting an originating call request packet to the selected channel. CONSTITUTION:When a vertical circuit is established for transmitting data from terminal equipment 1 housed in a packet exchange network 2 to terminal equipment 5 housed in another packet exchange network 3, an originating call request packet is sent to the network 3 from the network 2. The route is selected by comparing the channel property value and total packet size from a repeating channel-wise route information table for the network 3 in the network 2. The digitization of the channel property value is performed by the following equation. Line property value = (channel speed/basic channel speed) X(basic channel delay/channel delay).
