A checking finds to whether programs are loaded in an EEPROM (43), and then, a disc (42) is checked to decide whether a program is stored in it. If no program is stored, a disc request alarm is outputted to inform of the lack of program. If there is stored a program, the program is read from the disc (42) to transmit it to the EEPROM (43). The program of the EEPROM (43) is transferred to a RAM (45), and the system is initialized. Then the program is executed to find any serious error or a system-down. With the method, program changes can be made without disabling the system by using an EEPROM.
