The apparatus includes a storage battery (10) for generating an electromotive force equivalent to a dc load voltage (V1), and for receiving a charge voltage equivalent to the dc load voltage (V1) plus an excess voltage (V2). A first power supply means (20) supplies a stabilized dc voltage (V1) by converting the normal ac power to a dc power, and a second power supply means (30) supplies an excess voltage (V2) so as for it to be added to the dc load voltage (V1). An automatic cut-off means (40) supplies the dc load voltage plus the excess voltage (V2) to the storage battery (10), and cuts off the power line during a power failure. The apparatus excludes the need for a separate voltage step-down circuit.
