PURPOSE:To obviate the outgoing/incoming call collision state and to quickly execute the connection by deciding the priority of the station in use and the opposed station, in the case an outgoing/incoming collision is generated, and withdrawing the connection request by the station whose priority is lower. CONSTITUTION:At the time of setting and sending out a call (at the time of outgoing), a network control function 8 gives an instruction to a priority sending-out function 5, and allows it to send out its own station number to an outgoing number area. Also, in the case call setting (incoming) from a connection request station is received before receiving an answer (answer message) from the other station to the call setting, it is decided to be an outgoing/ incoming call collision. Subsequently, by the result of decision from a priority deciding function 7, the network control is executed so that a releasing message is sent out (connection request is withdrawn), in the case its own station number is smaller than the other station number, and also, a responding message is sent out (connection response to connection request) with respect to call setting from the connection request station.
