A predetermined amount of a rare gas containing xenon gas as a main component thereof is sealed and enclosed in the tubular glass bulb. A pair of belt-shaped electrodes are formed on an outer wall of the enclosed glass bulb throughout substantially the entire length of the glass bulb.
