Device for perforating materials in a tape 1 usable for making smoking articles, envisaging a punch element 3 with rotating discs 7 with substantially radial teeth 8 in truncated cone or truncated pyramid form and a counter- roller 9 die 4 with peripheral surface in elastically yielding and resilient material in continuous contact with the free ends of the teeth 8 of the discs 7; also envisaged are an extractor 10 and a brush or scraper 11 arranged and operating in contact with the counter-roller 9 to remove and push away the waste composed of the parts of material 15 removed from the tape 1 and held by the yielding and resilient material of the counter-roller 9 during the removal phase for the perforation of the tape material 1.
