PURPOSE:To eliminate useless information generated due to the noise of a background part and to enhance the coding efficiency by coding a picture signal inputted only from the inside of a talker area obtained by segmentation. CONSTITUTION:A ratio deciding section 8 decides a ratio of a valid block number in a valid block map given from a valid invalid deciding section 1 with respect to a valid block number in a valid block map of a preceding pattern, gives the result of discrimination to a segmentation section 5 to eliminate an isolated invalid block, and a valid block map obtained by an isolated invalid block elimination section 6 is given to a weighting section 3, a ratio decision section 8 and a coding section 7. The weighting section 3 applies 2nd weighting and gives the result to an adder 4 and the coding section 7 applies coding to a moving power supply given from the delay section 9 only in the valid block area, that is, a talker area in the valid block map. Thus, useless coding information quantity generated due to the noise from the background is eliminated and the coding efficiency is improved. |
