A moving textile filament substrate is rendered electrically conductive (resistance lowered to not more than 10 power9 ohms.cm) by applying to it a dispersion of electridally conductive particles in a liquid which is a solvent for the substrate, does not react with the particles and will flash evaporate at 150 deg.C. The solvent is a mixture of formic acid with an amine, alcohol, ester, ketone, ether, hydrocarbon or another carboxylic acid. The dispersion is applied with a grooved roll type mix applicator. The solvent is removed from the substrate after a desired degree of penetration at the periphery of the filament.
