<p>PURPOSE:To reduce the circuit scale by obtaining bit share from activity of an entire stored frame and activity for each block for a last frame period, giving the share to a coding processing circuit and coding a picture data of each block. CONSTITUTION:A block activity calculation circuit 9 at 1st scanning obtains activity for each block and gives it to a frame activity calculation circuit 4 sequentially and a frame activity Af representing the activity of the entire pattern is obtd. from the activity Ab for each block and outputted to a bit share calculation circuit 10. At 2nd scanning, the block activity calculation circuit 9 obtains the activity for each block again and outputs it to the bit share calculation circuit 10 sequentially. The bit share calculation circuit 10 obtains a bit share Bact from the frame activity Af stored in the memory and the block activity Ab inputted sequentially in real time and outputs it to a code processing circuit 6.</p> |
