PURPOSE:To obtain the device of low cost and small size by forming at least either a cover body or a rotating shaft out of sintered material, impregnating it with oil to dispense with a bearing, and directly supporting the rotating shaft with the cover body. CONSTITUTION:One rotation of an input shaft 50 is transmitted to an output shaft 52 at reduced rotation in the ratio one to the number of teeth of an external gear 60. In this case, when an eccentric body 50A is rotated by rotation of the input shaft 50, temperature of sliding face between the flange part 54A of a cover body 54 and the eccentric body 50A is raised, oil impregnated in the cover body 54 is oozed out, and hence the sliding face is lubricated by the oil. Similarly, temperature of sliding face between the output shaft and the flange part 56A of a cover body 56 is raised by rotation of the output shaft 52, oil impregnated in the cover body 56 is oozed out, and hence the sliding face is lubricated by the oil. The cover bodies 54,56 are formed out of sintered material of metal powder and previously impregnated with oil, and hence bearings can be omitted.
