A controller (32) for drastically improving security against car theft, including a communication device (37) transmitting a car ID query signal to a card holder (4) when the card holder (4) is inserted into a slot. When an ID card registered in advance is inserted, the card holder (4) answers back the car ID and an ID collator (38) outputs an OK signal when the car ID answered back and a car ID stored in an ID memory (39) are coincident with each other, and sets an R-S flip-flop (44). Under this set state, power is supplied to an electromagnetic device (5d) and the system is switched to an operation mode which permits the operation of an ignition switch. Once the system is switched to this operation mode, the R-S flip-flop (44) keeps this operation mode even after the ID card is pulled out from the card holder (4).
