In a preferred embodiment, spherical balls (62) are forced into holes (64, 70) in both the inner and outer over-torque clutch members (58, 68) to allow rotation to be transmitted between inner and outer over-torque clutch members (58, 68). If the torque load exceeds a predetermined limit, then the balls (62) move out of holes (64, 70) in at least one of the inner and outer over-torque clutch members (58, 68). The spring force is preferably an axial force applied by a wave spring (58), which forces a washer (60) to bias a plurality of balls (62) into the holes (64, 70).</p>
