PROBLEM TO BE SOLVED: To provide a cleaning device capable of performing good cleaning even when a so-called "spherical toner" is used and to provide an image forming apparatus using the same. SOLUTION: In the cleaning device for removing extraneous matter adhering to a surface of a member to be cleaned with a cleaning blade, the cleaning blade is fabricated by disposing a high hardness synthetic resin member on at least a cleaning edge of a flat spring member.
