PURPOSE:To attain packet switching in other channel even when packet switching through one channel is disabled by providing a means inter-converting a data link protocol of B and D channels and a means transferring layer 3 information of a packet mutually between both channels. CONSTITUTION:A B-channel packet handler module PHMB104 implements B channel packet store and forward switching and a D-channel packet handler module PHMD105 implements D channel packet store and forward switching. A central control section CC107 controls the PHMB104 and PHMD105 through a control bus 114 to transfer directly the packet layer 3 information from the PHMB104 to the PHMD105 via a transfer line 103. A protocol conversion section 108 of the link level is provided on the PHMB104 to transfer the received packet by the PHMB104 to the PHMD105, then even when the packet switching using the B channel is disabled by the packet switching, the packet switching processing using the D channel is attained.
