This disclosure relates to the evacuation of persons from geographical zones. A processor determines for each group a route through a transport network, a starting time for initiating the movement, and a response characteristic to optimise a quantity of movement. The response characteristic represents for each of multiple points in time a number of individuals that initiate movement at that point in time. This models the time it will take individuals to start their movement depending on the time at which the group movement is initiated. Therefore, the result more accurately reflects the actual movement when the plan is implemented. This is an advantage over other methods that do not determine response characteristics but assume that the departure time of each individual can be controlled. As a result, the above method considers the human nature of arbitrarily delaying the actual time of departure.
