PURPOSE:To reduce the deviation of the on-state of power supply by randomizing the on-off control within a control interval in the supply action of power from the AC power source to a heating element by a control means. CONSTITUTION:A memory 22 to store a random number generated from a random number generating part 21 is connected to the random number generating part 21 and a latch circuit 23 connected to the memory 22 fetches the random number outputted from the memory 22 based on address designation from an address counter 24 with synchronizing with timing from a timing controller 20. Then, an on-waveform part within a control interval is made dispersed in order based on the random number. Thus, the deviation of the on state of power supplying can be prevented.
