PURPOSE:To easily separate and recover carbon dioxide in the waste combustion gas from a power plant with low energy by supplying the waste gas to a gas separation membrane module connected to a vacuum pump and contg. a carbon dioxide separation membrane. CONSTITUTION:The waste combustion gas at <=200 deg.C from a power plant freed of dust by a duct collector 3 is supplied to a gas separation membrane module 5 contg. a carbon dioxide separation membrane made of a heat resistant high polymer with its permeation side evacuated by a vacuum pump 6 via a suction blower 4. Carbon dioxide in the waste gas is selectively permeated from the supply side to permeation side of the separation membrane set in the module 5 to recover the permeated waste gas enriched in carbon dioxide from the permeation side, and the unpermeated gas poor in carbon dioxide is discharged from a stack 7 from the supply side of the membrane.
