The device is characterized in that it includes (A) an image resetting device (100); (B) a device (200) for enhancing the contrast of objects in a reset image; (C) a device (300) for enhancing the contrast of objects moving between two reset images; and (D) a device (400) for making a final selection of signals considered to correspond to the objects to be detected. The device has surveillance, traffic control and medical applications.
