The device comprises a toothed wheel (5) on which the preforming of the pleats of a film (10) is carried out with, possibly, the aid of a second toothed wheel (31) and a vacuum holding device, then the preformed pleats are transferred onto a pleat-regrouping wheel (13) where they are layered and then fixed in order to form a pleated film (23). The toothed wheels (5) and (31) and/or the pleat-regrouping wheel (13) may be arranged so as to produce areas without pleats at regular intervals. <IMAGE>
