PURPOSE:To prevent a useless input operation and a reply wait timeout in advance by always monitoring whether or not a telegraphic message relay to a host computer and sending a terminal operation control telegraphic message to a terminal equipment when the relay is disabled. CONSTITUTION:A relay propriety state monitor equipment 3 monitoring whether or not a telegraphic message relay is enabled from a terminal equipment 7 to a host computer 8 and a control telegraphic message generator 2 generating a telegraphic message applying operation control of the terminal equipment 7 in response to the result of monitor are provided. Then when the telegraphic message relay is disabled from the enable state, an operation stop command is sent to stop the operation of the terminal equipment 7, and when the telegraphic message relay changes from the disable state into the enable state, an operation restart command is sent to restart the operation of the terminal equipment 7. Thus, whether or not the telegraphic message relay is enabled is discriminated at the terminal equipment and a fault operation is prevented in advance due to useless input or replay wait timeout from a host computer.
