PURPOSE:To shorten the time required for the transmission and reception of a text by providing each packet assembling and disassembling device with a block decision means, a telegraphic message decision means, and an early-stage transmission and reception performing means. CONSTITUTION:The packet assembling and disassembling devices 3 and 5 are provided with block decision means which decide whether or not a text starts with STX and ends with ETX, telegraphic message decision means which decide whether the telegraphic message contents of a block are a control telegraphic message or data telegraphic message, and early-stage transmission and reception performing means which perform transmission and reception in an early stage. When the block decision means decides a block which starts with STX and ends with ETX, the telegraphic message decision means decides whether the telegraphic message contents of the block is the control telegraphic message or data telegraphic message and when the contents are the data telegraphic message, the early-stage transmission and reception performing means performs the transmission and reception in the early stage between the packet assembling and disassembling devices 3 and 5 and terminal devices 1 and 6. Consequently, the time required for the transmission and reception of the text can be shortened.
