PURPOSE: To make side panel information transmittable during a vertical blanking period by making a pan window to be maintained at the central part for display by shifting part of the side panel information from one side of the window to the other side of the window in response to an offset signal. CONSTITUTION: Correspondingly to a pan offset signal, a picture in a pan window is circularly shifted in the reverse direction in the source picture of a wide screen so that the picture can stay at the central position on an effective line. As a result, the source picture of the wide screen containing main panel information is horizontally shifted in the direction opposite to the pan direction. Namely, a main panel picture is shifted rightward when the pan window is shifted leftward. In order to shift the source picture of the wide screen, the part of a right-side panel picture which goes out of an effective picture line after rightward shifting is cut off and stuck in a blank section adjacently formed to a left-side panel (R') and a 4×3 main panel picture again comes to the center. Therefore, the source picture of the wide screen can be transmitted to the duder in a receiver during the vertical blanking period.
