PURPOSE:To improve the program production efficiency by generating automatically the constitution control information necessary for control of the consistency between a specification document and an object program with no intervention of an operator. CONSTITUTION:A link editing means 5 sets and cancels the link information showing the relation between a format and a program to be generated. A control information generating means 9 generates the constitution control information based on the specification document information edited by a specification editing means 3, the format information corresponding to the specification document, an the link information. A program conversion means 12 specifies a specification document requiring the conversion to convert it and at the same time links the necessary converted specification documents based on the constitution control information for production of a desired program 11. In such a constitution, the constitution control information is automatically generated and then automatically corrected/changed with the change of the specification document. Thus both the production efficiency and the reliability of a program can be improved.
