PURPOSE:To reduce the degradation of quality attending on the disuse of cells by coding the signals of plural frequency bands at every frame and independently of each other. CONSTITUTION:The input signals are divided into those signals of plural frequency bands by a filter bank 102, and each band signal is quantized and coded by a quantizing means 104. Simultaneously, a bit distribution calculating part 109 distributes the number of coded bits of each band at every frame based on the band-based signal power obtained by a band power calculation circuit 105. Thus, the correlation or the redundancy of the input signal are removed and the input signal is coded with high efficiency. |
