PURPOSE: To display the relative charge state of a battery without considering the change in external and internal parameters by correcting a calculated charge state when an actual charge state deviates from the calculated charge state. CONSTITUTION: A battery 20 is connected to a load 21 such as a motor via a switch 20. Current flows to a current-frequency converter 50, and a pulse is generated corresponding to the current. A charge display 40 displays which level of the amount of charge a charge state corresponds to by generating an optical signal 43 or an acoustic signal 44. A detection means 53 detects the battery voltage of a charged battery 10 and compares the charge state by a calculating means. When an actual charge state differs from a value by calculation, it is corrected by a correction means 52, thus rapidly charging the battery and at the same time preventing over charging and hence improving charging efficiency.
