The device comprises an active electrode (8) containing a heat radiator (2) with a reflector (1) and a light guide (4) of a passive electrode (13), as well as a control system (3). The heat radiator (2) with the reflector (1) is connected to the control system (3), whereas the light guide (4) consisting of a focusing system is located on the same optical axis (OO') as the reflector. The larger base of the focusing system (4) faces the heat radiator (2), whereas the smaller one is intended for contact with the the skin surface (7) due to which the optical system has a double focusing capacity and allows to concentrate the needed radiation power at the output of the smaller base (6) of the focusing system (4).
