PURPOSE:To recognize a call connection time by allowing a measuring station to measure a call connection time till a measuring call setting reply packet is received, sending and receiving a measured packet through a call, measuring a packet delay time and returning the information to a network management equipment. CONSTITUTION:A network management equipment 1 sends a measuring command packet to packet exchanges 2, 3, the packet exchanges 2, 3 sends a request setting a measuring communication call to a packet exchange being an opposite party of measurement to measure the required time till the setting of the communication call is finished. Then the packet exchanges 2, 3 sends a measuring loopback packet to an opposite packet exchange to measure the time required for loopback of the packet. After the end of measurement, the packet exchange 2(3) releases the communication call to the measurement object packet exchanges 3(2), the call setting time measured before and the delay time in the communication data network are stored in measurement reply packet and the packet is returned to the network management equipment 1. Thus, the call connection wait time is recognized.
