PURPOSE: To charge pyrotechnic substance safely after welding the components of a case by forming a side opening between the inside central groove and the intermediate annular chamber of a rotating body case, and increasing the height of a lateral opening more than the maximum diameter of a group of gas generating pyrotechnic synthetic elements. CONSTITUTION: A case 2 is formed by assembling a base 10 storing a filtering means 50 and a cover 20. The formed case 2 is fixed to a rotating device, and is set in a rotating condition. A group 40 of pyrotechnic synthetic elements is injected in the lateral opening 71 of an intermediate annular chamber 70 so as to be retained in the intermediate annular chamber 70 by centrifugal force acting on the case.
