PURPOSE:To efficiently transfer a file by checking the load state of a master device and variably setting the number of files which can be simultaneously transmitted to slave devices. CONSTITUTION:When there is the request REQ of file data transfer from the slave stations 200 to the master station 100, the master station 100 calculates the use rate of CPU. Then, it is judged whether the use rate of CPU is within an allowable value or not. If it is within the allowable value, it is judged whether the idle number of transactions is within the allowable value or not. If it is within the allowable value, the transactions are acquired. Then, file data to be transferred is read from a disk file, and it is transferred to the slave station 200 which makes a request. When the use rate of CPU exceeds the allowable value, the file transfer request is set to a waiting state. Thus, a memory can effectively be used while the processing capacity of a processor is efficiently used.
