发明名称 MOVING COMPENSATION INTER-FRAME ENCODER
摘要 PURPOSE:To improve the picture quality by applying accurate still/dynamic decision of a block even when an input television signal has noise or a preceding frame has much quantized noise to decrease the picture quality degradation caused by the mis-decision or the generation of code for moving vector transmission. CONSTITUTION:A TV signal 2 subjected to A/D conversion and divided into a block of M picture elements and N lines is inputted. A moving vector 6 is formed from the signal 2 and a reproducing picture 5 of a preceding frame. A still/moving picture separation section 7 applies decision to generate a moving compensation control signal 8, a compensation predictive section 9 applies compensation to the reproducing picture 5 with a moving vector 6 when the signal 2 is a moving picture signal and outputs a predictive signal 10 when the signal 2 is a still picture signal. A subtractor 11 obtains a predictive error signal 12 from the signals 2 and 10. Orthogonal transformation processing 13 is applied to a signal 12 to calculate a conversion coefficient 14. The level of a quantization section 16 is controlled by a transmission code quantity 15, a quantization prediction error signal 17 is obtained from the coefficient 14 and a signal 19 is formed with inverse transformation. The signals 19, 10 are added to form the reproducing picture 21 of a current frame and it is stored in a memory 4. The moving vector 6 is coded by a moving vector coding section, the predictive error signal 17 is coded, a frame constitution section 26 forms a frame and is outputted from a memory 28 to an output terminal 29 synchronously with the read speed.
