PURPOSE:To simplify an evaluation equipment by simulating modeling to an output bit rate which is a stochastic process at each point of time by means of a linear and steady-state discrete autoregression(AR) or moving average(MA) model or an ARMA model. CONSTITUTION:The output bit rate of a variable rate picture CODEC 6 calculate an average output bit rate per frame as xn (n; field/frame) at a discrete output bit rate calculation section 1. Then a dimension estimate and a coefficient estimate are calculated by using the time mean value of covariance based on the data of x1-xn at a dimension/coefficient estimate calculation circuit 2. Thus, when a sufficiency large (n) data are used, lots of kinds of typical output bit rate data from a CODEC are simulate from a picture CODEC output bit rate simulation data generating circuit 3.
