PURPOSE: To use control means for a shaft regardless of the angular position of the shaft held in a stationary condition so as to enhance the stability of its functions by constructing a control means as an adjustment ring being concentric with the shaft and rotatably supported on support. CONSTITUTION: An adjustment ring 13 is completely fitted over support 12. The adjustment ring 13 is therefore controllable regardless of the angular position of a shaft held in a stationary condition. The support 12 of a cutting roller 23 is freely releasably clamped to the shaft by control of the adjustment ring 13.
