PURPOSE: To set up a converter in an annular rotating hub without checking a flow of operating gas by arranging an annular member, a linear actuator and a pitch locking means in the annular rotating hub and also both first and second stoppers regulating the travel of this pitch locking means, on a trajectory in separating them as far as the specified interval. CONSTITUTION: A ballscrew 42 is rotated and driven by a hydraulic motor 50 of a linear actuator, moving a ring member 40, and a blade pitch of each blade 32 supported by an annular rotating hub 34 is converted as specified. Further, in response to a rotation of this ballscrew 42, a worm thread 64 of a pitch locking means is moved along the specified trajectory, and when it comes into contact with both first and second stoppes installed in this specified trajectory, a supply of hydraulic oil to the hydraulic motor 50 is stopped by a control valve, whereby a blade pitch of the blade 32 is locked at this position.
