INTER-FRAME ENCODER FOR COMPENSATING MOVEMENT

PURPOSE:To improve the quality of a reproduced picture by calculating the quantity of code when a moving vector is coded to decide whether or not the moving vector is to be encoded. CONSTITUTION:A moving vector detection circuit 2 is provided, which detects a moving vector based on a picture from a terminal 1 and a reproduced picture element of a preceding frame from a frame memory 3 and outputs the result to the frame memory 3 and a coding circuit 9 via a switch 4. Then a moving vector discrimination circuit 55 calculates the quantity of code of the moving vector and encodes the moving vector when a difference of a predicted evaluation using the moving vector and not is larger than a 1st threshold level and does not encode the moving vector when the difference is smaller than a 2nd threshold level being smaller than the 1st threshold level, and does not encode the moving vector when the calculated code quantity of the moving vector large and the difference is between the 1st and 2nd threshold levels. Thus, the deterioration in the quality of the reproduced picture due to an increased quantization steps is avoided and the quality of the reproduced picture is improved.
