PURPOSE:To make possible a stable continuous production without consolidating trouble for packages of a substance which is solid at a comparatively low temperature and becomes liquid at a high temperature, such as trioxane by a method wherein the title device has at least a melt encapsulating part and a cooling part, and these respective parts are arranged in order from the upstream side. CONSTITUTION:For an even width film A, which is fed to a longitudinal sealing mechanism 3, a longitudinal sealed part is formed, and the film A is formed into a cylindrical material B and sent to a lateral sealing mechanism 4, and heat-sealing is performed extending the total width. Then, when the lateral sealing mechanism 4 separates from each other, liquid molten trioxane is filled in this cylindrical material B by a melt feeding nozzle 2. Then, the lateral sealing mechanism mutually approaches again, and the cylindrical material B is pinched from both sides by lateral sealers 42 while leaving a space which corresponds with a prescribed filling quantity by control plates 41, is heated and becomes a liquid encapsulated body C. Then, the liquid encapsulated body C is moved on the surface of a guide plate 8, fed to a cooling mechanism 9, pinched and cooled to be set up.
