The apparatus brings advertising and decoration effect through elevation and rotation of an advertising signboard attached to a balance weight of the elevator. The apparatus includes pulley shaft (18) with rotating balance weight pulley (16) mounted on the upper frame (19); side brackets (12)(12') at the both sides of (19)(19'); advertising signboard (38) on support plate (27); cylindrical balance weight (4) having rotating shaft (28); rotating shaft holder (34) for supporting lower end of rotating shaft (28); lower frames (32)(32') and base (33). The signboard also has the effect of shielding the balance weight in movement seen through the window from the outside.
